Test Upgrade in CI Pipeline
I have seen couple of MRs(see https://repo1.dso.mil/platform-one/big-bang/apps/core/policy/-/merge_requests/93) where upgrade issue is only caught in BB. We need to test upgrade as well in the pkg CI to catch upgrade errors before merging to BB.
