Test Upgrade in CI Pipeline
I have seen couple of MRs(see https://repo1.dso.mil/platform-one/big-bang/apps/core/policy/-/merge_requests/93) where upgrade issue is only caught in BB. We need to test upgrade as well in the pkg CI to catch upgrade errors before merging to BB.

This issue should replicate the "upgrade process" that is currently in BB CI: https://repo1.dso.mil/platform-one/big-bang/bigbang/-/blob/master/.gitlab-ci.yml#L143
I'm happy to sync on what this might involve/starting steps to anyone who picks up this issue. I also suspect we will need to allow failures on the upgrade at package level temporarily due to how some of the tests were created.
