• This MR adds Istio Operator-less support to the package Network Policies.
• Changes do not impact standard BB deployments with Istio Operator.
• Logic was added in Network Policies that have hardcoded istio-controlplane namespaceSelector.labels to support custom values for BB deployments with Istio Operator-Less.
