Package pipeline and umbrella pipeline both passing, but Loki is failing to deploy in local testing, which is blocking the Promtail deployment.

Have tested with and without these Renovate changes. Comparing to other overrides files and continuing to troubleshoot.

With assistance from @bjacksonfv @kliu @zcallahan & @piotr.machaj, figured out problem with local dev deployment testing was related to storage setting logic for scalable vs monolith Loki deployments.

Updated dev_maintenance docs to reflect changes to suggested overrides file.

Related fixes to umbrella chart may be incoming (big-bang/bigbang!5809 (closed)), but shouldn't block the update in this Renovate.
