sonarqube sso job does not run post-upgrade

Description

We are testing the new sonarqube sso job per #111 (closed). Note that unlike the anchore job it was modeled against, this job only runs post-install, not post-upgrade. The idp metadata that gets populated for the keycloak integration could be subject to change during an upgrade so I would think it's appropriate to run again during the upgrade cycle.
