Allow creation of Tempo Virtual Service

Feature Request

We are wanting to use Tempo as a datasource for an external Grafana. To do that we need a way to route to it from outside the cluster.

Please add back in a method of deploying an appropriate Virtual Service for the querying endpoint of Tempo
