SPIKE: Evaluate Adding support for Thanos Ruler

The documentation her for Thanos' sidecar implementation includes the Thanos Ruler which we currently don't deploy. This is responsible for utilizing alerts within alertmanager at the Thanos Level, however there are some tradeoffs detailed here
