Set Thanos retention policy

Why

By default, there is NO retention set for object storage data. This means that you store data forever.

Proposed Solution

We should set a default retention policy for Thanos so that metrics storage doesn't balloon.

This of course can be overwritten by customers to suit their specific needs.
