Add pre-upgrade job to automate package upgrade to 15.7.27

A kubectl delete command is required before running the 15.7.27 upgrade to this package. To avoid skipping the upgrade job when merging to bigbang, we can add the kubectl delete as a pre-upgrade step to an upgrade-job.yaml job tied to bigbang.
