Don't wait on defender rollout to complete init job

Why

There are two common failure conditions for the defender rollouts:

1. some defenders do not deploy due to scheduling issues (usually a lack of resources)
2. there are so many defenders to deploy that a true rollout takes longer than the helm release timeout

In either case, the hr eventually times out and attempts to rollout back. This will not work if the console (and db) was upgraded. It also forces a new defender rollout that might have the same problem.

Proposed Solution

Make an option so the ds can be rolled out as "best effort" instead. Once the ds is applied, move on and be done; do not wait. The wait can still be left on for testing charts, etc or for users who do not run into defender deployment issues.
