Add metrics dashboards to Grafana

Preference is to keep these dashboards in the Twistlock repo and use the grafana sidecar to find them. Example: Dashboards and deployment. The key is making sure to put the grafana_dashboard: 1 label on the configmap and deploying it into the monitoring namespace.
