Investigate Need for Additional Authorization Policy

Currently this package has an additional authorization policy added to it in the test-values.yaml file under the bigbang repo to allow it to function properly within AWS.

• Investigate if the package works without this custom authorization policy. If it doesn't it should be added as a default authorization policy.
• Test with no SSO (Keycloak and Authservice) deployed and with SSO components deployed
