Wrapper deployment need update to handle stio/istiod

Description

Operator-less istio is not supported yet completely by wrapper, this need to be fixed by improving the istio components.

• When istiod is enabled. The package.* namespaces are not getting the istio-injection=enabled label applied.
• The virtualservices have hardcoded namespace/gateway-names
