Update plugin to use keycloak client to 22.0.3 and Java 17

This necessary to support this BB Keycloak issue (big-bang/product/packages/keycloak#99 (closed)). I am working it on a fork of the repo for now for a Defense Unicorns Project Blue need, but can create a branch here when approved/prioritized.
