Merge [jlab_nlp_renew_ac] into [development]

Moves "PyNLPl", "gdown", "flair", and "lxml" python packages to requirements.txt from Dockerfile;

Updates version tag to "3.5.0" from "3.4.4";

Adds DATE tag;

Updates base image tag of jlab-dl to "3.5.0" from "3.4.4";

All CVEs have justifications provided in VAT (https://vat.dso.mil/vat/image?imageName=aiml/jupyter/jlab-nlp&tag=3.5.0&branch=jlab_nlp_renew_ac);
