clamav 1hr timeout

@balexand @thomas.shepherd @alfontaine The python-r-ai image has quite a lot of dependencies that are downloaded within the hardening manifest. As a result, the clamav stage fails as the scanning times out at 1hr. Requesting that the timeout be extended to 2hrs or more. Thank you.
