Resolve "Update packer-ci with session-manager-plugin"

What is your Merge about?

The MR is to add AWS session-manager-plugin.rpm to the packer-ci. The packer-ci container will be used for BB internal use for creating AWS ami images.

Note: Used dnf -y install --nogpgcheck to install the session-manager-plugin.rpm. The public session-manager-plugin.gpg key provided by AWS is valid to check the rpm but not for installing the rpm.
