Update Influx to UBI9

Summary

InfluxDB does not boot, requires GLIBC 2.29

Steps to reproduce

Attempt to run the container, view the output logs.

What is the current bug behavior?

An error is printed requiring GLIBC 2.29

What is the expected correct behavior?

influxdb should instread print normal boot logs and begin listening on a port
