16.3.0 uses 16.2 RPMs

Summary

It appears that the 16.3.0 image is installing 16.2 RPMs

Steps to reproduce

From within a container shell run psql --version.

What is the current bug behavior?

It will indicate that 16.2 is installed.

What is the expected correct behavior?

The 16.3 RPMs should be used with the 16.3.0 version of the image.

Relevant logs and/or screenshots

Possible fixes

Update hardening_manifest.yaml resources. And its acceptable to correct this with a 16.4.0 update.
