Highlight FIPS requirements on README.md

After investigations on issue #14 (closed), we would like update the documentation to highlight that FIPS containers must be run on FIPS hosts. This may not be the solution to #14 (closed), but it is important to highlight regardless.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
