Use a version of Fluentd with FIPS-compliant OpenSSL rather than using open-source Fluentd directly

The latest open-source version of Fluentd in Iron Bank does not use a FIPS-compliant version of OpenSSL.

Need to update cfs-fluentd to use a FIPS-compliant Fluentd image from company Azure container registry.
