Change log for IronBank container changes

Issue or Clarification
Our organization is pulling images from IronBank and we have noticed that container images are being updated frequently (for one container, it is being updated weekly or more often). However, it is not clear what changed in the container between tag updates. Is there a change log available? If not, can a change log be made available?
Also, if nothing changed, is the image still published? We would not expect tags updated if nothing within the image actually changed (including a recompile). We noticed that this may have happened with the ubi8-minimal image.
