Create a new GitLab robo account for Big Bang

Please provide the following information for your robot account.

• Primary POC's name: Andrew Shoell
• Primary POC's email: andrew.shoell.ctr@us.af.mil
• The company/Team name: Big Bang
• This is a request for a repo1.dso.mil long-lived access token for the following group https://repo1.dso.mil/big-bang-access at the owner access level. @dtran can give more info about this token requirements.

The following is for the Iron Bank team.

• The robot account has been created
• Additional registry1 projects requested added
• The credentials have been sent to the primary POC.
