Image version is incorrect (and out of date)

Summary

The current latest for this image is tagged as 0.13.4, but the artifacts being pulled in are 0.11.0 - https://repo1.dso.mil/dsop/external-dns/-/blob/master/hardening_manifest.yaml#L40 . It looks like this happened in this commit - 4ed891ba .

The latest image upstream is 0.13.6 also so I think this should be updated as well.

Review hardening manifest.

What is the current bug behavior?

Tagged version does not match application version.

What is the expected correct behavior?

Tag should match the app version.

Possible fixes

Sync up the two versions. Also may need some renovate changes as it appears the upstream source is now registry.k8s.io/external-dns/external-dns.
