Please merge branch to development (P1 MissionApp-related code enhancement, 0 uninherited vulns)

Updated our container image to include code that can process the P1 Mission Apps (IL5 Staging) JSON Web Token for Keycloak authentication. No new CVEs, 0 uninherited vulnerabilities. Would like this to run in "development" branch so that we can get a justifications output to submit for merge to master, please. @kwami.delali @andymaks
