Image update, please merge to development then master (0 uninherited CVEs)

We have updated the code in our image to hopefully fix a JWT processing error we found in IL5 Mission Apps staging. Still scans clean with 0 uninherited CVEs. Could you please merge to development (and then master so that we can consume the image in staging if so inclined)? Thanks! @kwami.delali @thomas.shepherd @andymaks
