renovate.json is not detecting upstream change to nginx base image

(Detailed description of the question you'd like to ask the leadership team) the newest tag of nginx 1.23.3 was released two months ago and renovate.json never created an issue to update the hardening_manifest.yaml and Dockerfile for this project. I would like to know what if anything is misconficured in this projects renovate.json.
