Update GitLab to the 13.2.0 minor Release

DJ Mountney requested to merge release-gitlab-13-2-0 into development

Adds the GitLab 13.2.0 minor Release.

This is the regular monthly release of GitLab.

This also includes a change to the images to use more specific download resources rather than having them all share one large tar file. This has also removed the need for the dependencies build container that was prepended to each Dockerfile.
