Fortify SSC Broken With FIPS

We've been trying to upgrade Fortify from version 21.1.0 to the latest available through IronBank (21.2), but have encountered issues. We previously had this closed Nexus issue. Having that past experience with Nexus, we proceeded to test the installation process using two RHEL 7.6 base images, one with FIPS enabled, and another one disabled; only the one where FIPS was disabled was able to run.
