Unable to view Jira item from lint stage

Team member Jerome Jansen submitted a pull request and the pipeline failed with findings. He received an email to view a Jira request but he does not have a CAC to access Jira. When I attempt to access the Jira link he was sent, after I login with my CAC it tells me I do not have permission to view the request
