SQL Server 2019 on RHEL 8 - Initial onboarding

The purpose of this changeset is to onboard into Repo1 the SQL Server 2019 on RHEL 8 container.

The container image build process consumes the following:

RHEL 8.3 UBI provided on Iron Bank
SQL Server 2019 CU8 binaries (see install.tar.gz in hardening_manifest.yaml)
RPMs required by the container, a subset of which come from the UBI and the rest of which come from rpms.tar.gz in hardening_manifest.yaml.
