Disable automerge

Heimdall is released as an open-source application and we have a pipeline to open up a MR on Repo 1 with the correct updates to hardening_manifest.yml. We should disable the renovate automerge process to stop extra unneeded from being opened.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
