Rebase Pulsar image on latest 3.11.x Python container?

Currently the pulsar image is based on the ironbank/opensource/python:v3.11.4 image. As of this ticket that particular docker image (and 3.11.5) is EOL. Is there anyway that the pulsar image can be rebased on ironbank/opensource/python:v3.11.6? This also may help remediate a few CVE's that are mentioned in #78.
