SSLFIPS invalid configuration

Summary

It looks like the container is not supporting the configuration for ssl.conf out of the box. I am getting an error that SSLFIPS is invalid.

Steps to reproduce

Pull the container, run container mapping in localhost.key/crt.

What is the current bug behavior?

Apache httpd does not start, throws the following error:

SSLFIPS invalid, rebuild httpd and openssl compiled for FIPS

What is the expected correct behavior?

Apache starts as expected.
