Bug fix: Reconfigure to support OpenSSL 3

Reconfigured Dockerfile to use UBI9 since it comes with OpenSSL 3
Building apache tomcat natively
Updated Tomcat version to 10.1.4
Updated renovate file to scan apache/tomcat github but resource still need to be updated manually because it is not from supported datasource
