Update install-cni to 1.11.5

Most istio components in IB have 1.11.5 as the latest (or newer), but this image is missing from the set of istio images.

This specific version (1.11.5) is requested since BB is targetting an update to 1.11.5 in the coming release (1.27.0).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
