Please change base to use tag "v3.13"

The BASE_TAG for this container should be changed to "v3.13" instead of "v3.13.3" as it is now. The reason for this is that the python313 container builds the latest version of 3.13.* and tags it "v3.13". In order for this container to stay current over time (using python313), it needs to use BASE_TAG "v3.13".

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
