Specify mongod user & group IDs

Feature description

Leaving the mongod user & group to be created by the rpm installation allows for their IDs to be non-deterministic, so the user & group should be created beforehand with known, specified ID values.

Use cases

Having consistent user & group IDs allows for volume permissions to align with containers they're mounted into going into the future.
