Update base image tag from alpine 3.18.2 --> alpine 3.18.4

Issue: Alpine Linux 3.18.2 is EOL.

Fix: Looks like the Dockerfile and hardening_manifest.yaml need to be bumped to 3.18.4. I don't believe my account currently has permission to create a branch or merge request in this repository so I'm creating an issue for tracking instead.
