NodeJS 18.19 (non-slim) w/ NSS3 Support

We are a P1 customer (jfac); we need a full version of nodejs 18.19 (non-slim) so that I can shell out and run liquibase.

We are multi-staging with your java image: 'redhat/openjdk/openjdk17-runtime-ubi9-slim:1.17'; however, it looks like the nodejs18:18.18 version of nodejs does not support NSS3. I hope that the nodejs18:18.19 image will support Java's dependency with NSS3.
