Issue: How do we enable a FIPS-compliant configuration for OpenSSL with this image?

We could previously just use the --force-fips flag when starting node, but something about this image recently changed, causing our image to no longer function with that approach. We've tried a few different avenues to enable this, but each had its own issues.

Is there a recommended best practice for FIPS-compliant OpenSSL with this Node 18 image?
