ubi9-minimial missing tzdata causing runtime errors when using latest postgresql12 image

Ever since this image was updated to ubi9-minimal as the base image, we have seen issues with operation that worked fine previously.

The ubi9-minimal image doesn't have the /usr/share/zoneinfo directory (installed by the tzdata package). This directory appears to have been removed by Red Hat upstream, while leaving the package installed. Postgesql returns a fatal error when the standard 'Etc/UTC' timezone is used, as it can't seem to reference this file in the zoneinfo directory. Fix is to reinstall the tzdata package to provide the necessary timezone offsets, or to use a full ubi9 image.
