Merge [os_rshiny_renew_ac] into [development]

Updates DATE tag;

Updates base image to r-base 4.2.2 from 4.2.1;

Removes redundant "RUN mkdir..." commands;

Corrects directory echoed into Renviron to "R_LIBS.../4.2.2/" from "R_LIBS.../4.1.1/";

Adds "express" and "qs" npm packages for global install;

Updates external collection of RPMs from hardening manifest to latest available;

Updates external collection of R packages from hardening manifest to latest available;
