Crashes when set as image for containerd config

After setting it adding the line etcd-image: "registry1.dso.mil/ironbank/rancher-federal/rke2/etcd:v3.4.13-k3s1-build20210223" to /etc/rancher/rke2/config.yaml and restarting rke2-server the service fails to boot with the log indicating that it is waiting on etcd to start. This is true for fresh build as well with the config set before the first deployment. This is not an issue with the other images indicating pulling down images is not the issue.
