Image is missing latest DoD PKI Bundle 5.13

Summary

Issue 226 only updated the WCF CAs certificates, the image is still missing the latest "PKI CA Certificate Bundles: PKCS#7 for DoD PKI Only - Version 5.13" from DISA and doesn't include the trusts for newer CAs like CA 73.

Steps to reproduce

Attempt to validate 2-way ssl with a CAC signed by DOD ID CA-73

What is the current bug behavior?

Image does not contain trust cert for DOD ID CA-73.

What is the expected correct behavior?

Image should include certificates for DOD ID CA-73.

Possible fixes

Download new certs from DISA. See https://dl.dod.cyber.mil/wp-content/uploads/pki-pke/zip/unclass-certificates_pkcs7_DoD.zip
