The ubi 9 minimul doesn't use the latest DoD CA certs

In particular it is missing DOD SW CA-74 but probably others. This was noticed using the ironbank pipeline runner on R2D2 which now has gitlab certificates signed by that CA.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
