NSS module not available: fips

@sean.melissari After your recent updates to the hardening scripts for the UBI8.4 image, I started getting an error from Java 11 processes that are running using this image NSS module not available: fips. I had to install the nss-tools package and then use modutil to enable fips on the java nssdb.

Is this an expected side-effect of the script changes that were made?
