remove tag 'developer'

The tag 'developer' is also being used for Sonarqube 2025 developer, which is a newer version. I believe that if i pull the more generic tag, the newer version (2025) should be pulled.

When executing docker pull registry1.dso.mil/ironbank/sonarsource/sonarqube/sonarqube:developer

When inspecing the image the following is seen "org.opencontainers.image.version": "9.9.8-developer",

As both Sonarqube9 and Sonarqube2025 are pushing to the same registry, the newest push wins, which at this time is sonarqube9. Tomorrow it might be 2025.
