Fix Path in Run Command in readme.md

Change docker run -p 127.0.0.1:80:8080/tcp -it registry1.dso.mil/spec/innoslate to docker run -p 127.0.0.1:80:8080/tcp -it registry1.dso.mil/ironbank/spec/innoslate

This change needs made in a few places in the file.
