Update access credentials

The pipeline for this project, and other in https://repo1.dso.mil/dsop/tpc/tak/tak-server are configured to pull artifacts emitted from the TPC gitlab from TAK Server builds.

When originally set up, I think a credential was configured in each of the IronBank TAK Server pipelines, to allow IronBank to access URLs such as https://artifacts.tak.gov/… We (TPC dev team) have developer access only, so can’t see where the token was set up.

The problem that needs solving is to pull artifacts from https://artifacts.tak.gov into the IronBank pipeline in a way that is compatible with the AppGate SDP used by tak.gov.
