Update project names to change underscores to hyphens

Onboarding question

Requesting application names be updated to a newer version.

There have been a few issues with the discrepancy between the underscores used in the project names and the hyphens used in the GitLab CI path.

Requesting the titles of the projects in this group be renamed to the following:

• "fdw_postgresql" --> "fdw-postgresql"
• "mobilenet_api" --> "mobilenet-api"
• "scheduler_postgresql" --> "scheduler-postgresql"
• "vm_scheduler" --> "vm-scheduler"
• "nodejsbackend" --> "tab"
